TOWNE SOUTH HOMEOWNERS ASSOCIATION
Open Meeting Minutes – April 15, 2025
Board present – Ryan Storie, Hugh McWilliams, Jackie Tebbe, Greg Hertlein, Katie Mizera, and Mary Ann McWilliams Administrative Assistant. In addition to the Board members, attendees in person included lot owners: Lucille Hines and Rich Vogan. Attendees via Zoom: Anna and Aaron Lang.
Chair Ryan Storie opened the meeting at 7:01 pm thanking all for attending and asked the Board members to introduce themselves.
Approval of Minutes from March 18, 2025. The minutes of the Monthly Open Meeting from March 18, 2025 have been approved by the Board and will go on the website shortly. Jackie reported that the February annual meeting minutes and video are on the website, along with copies of the material that Mr. Mike Archer, our County representative, provided.
Financial Update –
March – income 10,986.05 of which all but a few dollars came from HOA fees. Expenses for the month were $2,667.88 of which the bulk was for D&O Insurance. There were no tree expenses and our grass service has not started yet.
YTD – income was $50,221.22 which again mostly came from HOA fees. We have had $600 in Trustee Verification fees to date. Expense to date came to $5,679.31. Insurance, postage and utilities make up most of this figure. This gives us a YTD net profit of $44,541.91. Total assets come to $78,237.70 from checking and savings accounts in both PNC and Regions Banks.
Update on status of Indenture amendments 2025 – These documents have been sent to our attorney to be filed with the St. Louis County Recorder of Deeds. Once this is done, they will be posted on our website.
Liens & Releases – No liens and no releases since last meeting
Violations Resolved and Unresolved – There have been three violations resolved since our last meeting and we are continuing to work with St. Louis County on four others with various issues.
Common Ground Issues
Mowing – Greg reported that mowing season has started. We have signed a contract with the same lawn service we had last year. Their pricing is well under everyone else who has bid the job. The first cut done was with a ton of wet leaves on the ground from last fall, plus the ground has been extremely wet and difficult to cut. It doesn’t look great right now, but give them a few mows to get everything mulched up.
Piles of branches – We are happy to report that the piles of branches we had stacked up at various locations on our common grounds have been picked up. Rich Vogan stated that he saw the County truck and staff going around our subdivision picking up the branches.
Debris found around several of our fence areas – Ryan asked people to be very careful around some of our fenced areas as some drug paraphenia and needles and empty alcohol bottles have been found. We will be cleaning up these areas and cutting back the trees where they like to hide out.
Motorcycles – Greg reported that we are still dealing with this issue and trying to catch them. The police officer assigned to our subdivision has been driving through many times a day. They are attempting to create a motorcross track through some wooded areas and have actually cut up a tree that was in their way so they could go further and faster. They are a hazard to pedestians who like to walk our paths. If you see them, please call 314-615-4266 immediately. The more calls the police get on these people, the better.
Signs – Weather permitting, we will again try to put up our signs that say foot traffic only – no motorized vehicles permitted.
Homeowners may not mow grass, trim trees, plant, provide maintenance, etc., on common property without the written consent of the majority of the Board of Governors on an annual basis. The Board of Governors reserves the right to revoke such consent. If you want to do anything on common ground let us know first.
Trees – Ryan stated that so far the storms have been kind to us. Maybe all the bad trees fell last year.
Creeks – MSD Update
Towne Centre – within the next several months they should be starting their work.
On Brunston – Unfortunately this project will be delayed for a few years until money starts coming in again from taxes. This is not a priority area for them as flooding issues are not a concern.
Requests for Approvals – none since last meeting
Beautification Committee – this group will start working the first week of May. They will be trimming bushes, replacing mulch and painting the black wrought iron fences that are part of our entrance signs. We will be looking into replacing the signs themselves in the near future and are looking into bids now.
Zone Captains Update – Hugh reported that he has sent an email to all Zone Captains requesting dates and times they are available to meet. He wants to hear from them what they think some priorities are. We also want to have them meet with the residents in their zone about the importance of having the address clearly visable from the street. Emergency responders need to be able to find your house quickly.
New Business – Prince of Peace is having a big Garage Sale on Wednesday, May 7th from 8 am to 3 pm and again on Saturday, May 10th from 8 am to 12 noon. All are invited.
Old Business
There are currently 48, one up from last month, rental homes within our HOA. In an effort to keep everyone updated, we will report on the number of rentals at each monthly meeting.
Our cap is 60. When it changes hands the title company reaches out to us asking if the property’s HOA fees are paid up. At that time, we ask if the property will be owner occuplied or used as an investment. We also ask for contact information on the new owners.
Open Floor Questions/Comments
Ryan asked if there was any further business to be brought to this Board. Hearing none the meeting was adjourned at 7:17 pm. The next regular Open Monthly Meeting is Tuesday, May 20, 2025, at 7:00 pm at Prince of Peace UCC.
