The below policies and procedures of Towne South Homeowners’ Association have been voted on and approved by the Board of Governors and effective August 1, 2024.

It is the goal of the Board of Governors to be transparent and equitable with the schedule of fees concerning assessments, liens, and violations.

Additionally, the Board of Governors seeks to have a place to publicly share the policies and procedures that apply to lot owners of Towne South Homeowners Assoc.

Annual Assessment Fee Amount: $75.00 (as of 2025)

Payment Due Date: February 28

The Assessment Fee is mailed to all lot owners in the first week of January.  Assessments are due by February 28th.  A late fee of $15 is assessed if not paid on time.  If not paid within a month, a notice of ‘PAST DUE’ will be mailed to the lot owner.  If the assessment still has gone unpaid, the lot owner will be sent a ‘FINAL NOTICE’ informing them of the Board’s intent to file a LIEN against the property.


We offer several convenient payment methods, including cash, checks, venmo and paypal.

Late Payments and Penalties

Timely payment of assessment fees is crucial for the smooth operation of our community. If payment is not received by the due date, the following penalties will apply:

  • Grace Period: 15 days after the due date with no penalty

  • Late Fee: $15.00 applied after the grace period

In the event of non-payment and filing of a LIEN, the Board will mail a notice to said lot owner notifying them of the filed LIEN and providing them with a copy of the LIEN.  A lot owner will have the opportunity to get the LIEN released from their property by contacting the Towne South Board of Governors and making payment of unpaid assessment, late fee, and LIEN fees.


Lien Schedule for Unpaid Fees

In cases where assessment fees remain unpaid for an extended period, the HOA may take legal action to secure the owed amount. This includes placing a lien on the property. Below is the lien schedule:

The lien will remain on the property until all outstanding fees, late charges, interest, and legal costs are paid in full. A lien can affect your ability to sell or refinance your property, so we strongly encourage prompt payment to avoid these complications.

The HOA board is willing to work with homeowners to arrange payment plans or provide assistance where feasible.

Understanding the Indentures

The indentures are the legal documents that establish the guidelines for maintaining the appearance, safety, and harmony of our community. These guidelines cover various aspects, including property maintenance, architectural controls, and common area usage. All residents are expected to familiarize themselves with and are required to abide by these rules to ensure our neighborhood remains a desirable place to live.

As a lot owner in the Towne South Homeowners Association, you have the responsibility to adhere to the Indentures and Amendments thereof set forth and filed in St. Louis County. 


In addition, each lot owner is to follow the Ordinances of St. Louis County.

The Board of Governors of Towne South Homeowners Association, in a unanimous vote of the Executive Board on July 16. 2024, have approved the following violation schedule of fees that will go in effect as of August 1, 2024.


Common Violations

Some common violations include, but are not limited to:

  • Improper exterior modifications or additions without prior approval

  • Failure to maintain lawns and landscaping

  • Parking vehicles in prohibited areas

  • Trailers, derelict cars, and improperly licensed vehicles

  • Leaving trash or debris on the property

  • Noise disturbances beyond acceptable hours

  • Unauthorized signage or decorations

Reporting Violations

If you observe a potential violation, please report it to the HOA board through our contact form, or by email at info@townesouth.org or by phone at 314-939-1008. Your reports help us address issues promptly and fairly.

Violation Fee Schedule

To encourage compliance and address violations effectively, the HOA has established a fee schedule for violations. The following outlines the standard fees:

  • Initial Violation: Written warning and opportunity to correct within 30 days. (The Board of Governors reserves the right to request immediate correction on urgent matters.) No violation fee if resolved within the time period requested by the Board of Governors.

  • If not resolved within 30 days, this violation will be reported to St. Louis County.

  • Following is a list of the violation schedule of fees:

    a. Violation fee of $25 if not resolved within 7 Days after violation is reported to St. Louis County.

    b. Violation fee of $50 if not resolved within 14 Days after violation is reported to St. Louis County. .

    c. Violation fee of $75 if not resolved within 21 Days after violation is reported to St. Louis County.

    d. Violation fee of $100 if not resolved by within 30 Days after violation is reported to St. Louis County.

    e. If not resolved within 30 Days, after violation is reported to St. Louis County a lien will be filed with St. Louis County for the fees

    owed TSHA.

    f. Violation fee of $150 if not resolved within 60 Days after violation is reported to St. Louis County..

    g. Violation fee of $200 if not resolved by 90 Days after violation is reported to St. Louis County.

    h. Violation fee of $250 if not resolved by 120 Days after violation is reported to St. Louis County..

    i. Violation fee of $250 per month until violation is resolved. Liens will be filed quarterly with St. Louis County for any violation fees owned to TSHA, unpaid.

For severe violations that pose immediate risks to safety or property values, the HOA reserves the right to escalate actions, including higher fines and legal proceedings, without following the standard progression.

Appeal Process

If you believe a violation notice or fine has been issued in error, you may appeal the decision in writing within 14 days of receiving the notice. Appeals will be reviewed by the HOA board, and a decision will be communicated in a timely manner.
