TOWNE SOUTH HOMEOWNERS ASSOCIATION
Open Meeting Minutes – January 21, 2025

Board present – Hugh McWilliams, Jackie Tebbe, Greg Hertlein, and Katie Mizera and Mary Ann McWilliams Administrative Assistant.  Absent: Ryan Storie.  In addition to the Board members, attendees in person included lot owners:  Evelyn Bevans.  Attendees via Zoom:  Anna and Aaron Lang.

In Ryan’s absence, Hugh McWilliams, Vice-Chair, opened the meeting at 7:01 pm and thanked all for coming.  The Board members introduced themselves.    

1.      Approval of Minutes from November 19, 2024.  These minutes were approved and will be posted on the website soon.   

2.      Financial Update –

a.      November – Income was $584.95, most of which was Trustee Verification fees.  Expenses were $245.42, most of which were utilities.  This leaves us with a net profit of $339.54 for the month. 

b.      December – Income was only 31 cents which was from interest.  Expenses were $1,325.85, most of which was from our last mowing.  This leaves us with a net loss of $1,325.54.  This negative number is completely expected.  

c.      YTD – January 1, 2024, thru December 31, 2024.  These numbers are really the important ones.  Income was $46,353.44 of which $40,880 was from our annual assessment fees.  Our expenses totaled $44,677.33.  The bulk of our expenses come from Insurance, Lawn Care, Tree Removal/Trimming, and Utilities.  This leaves us a net profit for the year of 2024 of $1,676.11.  This was really a tight budget.  One or two more trees would have killed us. 

d.     Budget 2025 – Jackie stated that she is finalizing the 2025 budget and will have the budget, plus evaluations and comparison information to present at the annual meeting.  The Board is recommending to keep the annual assessment fee at $75 for 2026. 

e.      Expense of $31.02 for a new bank deposit stamp has been approved for reimbursement to Mary Ann.   

3.      Elections to Board of Governors – Hugh announced that we have two positions on the Board that will be open next month.  Both Greg and Katie have agreed to rerun for those openings.  Jackie will post Board elections on our website asking for nominations.  In addition at the February 22 Annual Meeting, we will take nominations from the floor.  Then the election will take place and whoever is elected will become a trustee immediately.   

4.      Annual Meeting – Hugh stated that our annual meeting is scheduled for Saturday, February 22, 2025 – 2 to 5 pm – at Prince of Peace UCC. Refreshments will be served. 

5.      Liens & Releases – No liens and no releases since last meeting. 

6.      Requests for approval – None since last meeting.

7.      Landscaping - Homeowners may not mow grass, trim trees, plant, provide maintenance, etc., on common property without the written consent of the majority of the Board of Governors on an annual basis. The Board of Governors reserves the right to revoke such consent.

a.      Mowing –   Done for the year.     

b.     Trees –    All is quiet for now

c.      Creeks – Nothing to report.

8.      Violations – Currently working on 5 issues, 3 of which St. Louis County is involved with.        

9.      Zone Captains – Still need a captain for Zone 1.   Any ideas who lives in this zone.  Jackie will send out an email.  Evelyn said if we could get the zone captain for her zone to take Zone 1, she would then do her own zone.  Hugh will check on this and see if that person wants to switch.    

10. Beautification Group – Nothing going on

New Business – None

 Old Business 

a)     There are currently 47 rental homes within our HOA.  In an effort to keep everyone updated, we will report on the number of rentals at each monthly meeting.   

Open for Floor Discussions

The question was asked for clarification regarding the building line vs the structural line and if anything already approved would be grandfathered.  Greg explained the difference between building and structural lines and yes, anything already approved would be grandfathered. 

Hugh asked if there was any further business to be brought to this Board.  Hearing none the meeting was adjourned at 7:14 pm.  There is no regular Open Monthly Meeting in February as our Annual Meeting takes the place of that meeting.  Please join us at our Annual Meeting on Saturday, February 22, 2025, 2:00 pm at Prince of Peace UCC.
