Open Meeting – March 17, 2026
Minutes

Board Members Present:  Ryan Storie, Greg Hertlein, Hugh McWilliams, and Katie Mizera (via Zoom) and Mary Ann McWilliams.   Absent: Jackie Tebbe.   Lot owners present:  Tracy & Angelo Marnati, Lucille Hines, and Cynthia Siple. 

Chair Ryan Storie called the meeting to order at 7:00 pm thanking everyone for coming to tonight’s meeting.  He stated that he was very pleased to see so many at last month’s annual meeting. 

1.      The minutes from the February 21, 2026, Annual Meeting have been reviewed and approved by the Board and will be posted on the website soon.

2.      Financial Update –

a.      February – The good news is we had a lot of revenue in February and very few expenses.  Income totaled $16,528.48, which all but $228 was from assessment fees.  Expenses totaled $849.43 with the two most expenses being some repairs and maintenance of $382.90 and utilities of $306.71.  This leaves us with a net profit of $15,679.05.  However, our biggest expense months are just ahead of us with lawn service. 

b.      YTD – Again this report still looks great.  Income through February 28, 2026, totaled $40,157.58 and expenses totaled $3,456.24 giving us a net profit of $36,701.34.  Assessment fees has brought in $39,625 and we had $500 in Trustee Verification fees.  The biggest expenses to date have been some tree trimming at $1450 and insurance at $778 and utilities at $621.08.  As of March 13, 2026, we have $30,228.58 in our money market account and $69,914.71 in our checking account.  These reports will be posted on our website soon.

3.      Liens & Releases – Mary Ann reported that we have not filed any liens since our last meeting, but she is preparing four releases that she will be taking to Clayton soon. 

4.      Violations:  Ryan reported that we have resolved one violation since our last meeting and we are still working on one more.  

5.      Common Grounds – Ryan read the statement contained in our Indentures that Homeowners may not mow grass, trim trees, plant, provide maintenance, etc., on common ground property without the written consent of the majority of the Board of Governors on an annual bases.  The Board of Governors reserves the right to revoke such consent.   
Greg reported that Ameren will be out next week to complete the work on the hillside at Towne Centre and Brunston where they put the new pole in.  Ameren reported to him that this project cost them over $50,000.  Greg also stated that our mowers will begin mowing either next week or the first week of April, weather permitting.

6.      Trees – Greg reported that we had a tree go down yesterday that damaged a homeowner’s property.  We are removing the tree that fell on his fence and yard and will be repairing his fence as soon as possible.

7.      Creeks – Greg reported that the sewer behind Brunston has some washout behind it.  MSD will be out within the next two weeks to look at it and fill in the hole.  The ground is eroding prior to the sewer. 

8.      Requests for Approvals for Property Improvements – Mary Ann stated that there have been none since our last meeting.

New Business – Greg reported that St. Louis County put a new stop sign at Brunston and Towne Centre and also put up a few more speed limit signs.  County is also in the process of replacing all our street name signs with new signs with larger font making the name easier to see. 

Old Business –

                There are currently 55 rental homes within our HOA.  In an effort to keep everyone updated, we will report on the number of rentals at each monthly meeting.  Our cap is 60.  Question was asked as to what happens once we reach that cap.  Ryan explained the process of how we keep track of the number and once we reach our cap, the request for rentals will be put on a waiting list. 

Open Floor Questions/Comments – It was stated that the police caught some of the motorcycle kids the other night.  Question was asked about the electric bikes in our subdivision.  There is a law about electric bikes that riders must follow.  Currently there are six different categories of bikes now, based on engine size, how many batteries it has, etc.  We know we will be seeing more of these bikes as the weather gets nicer.  Police are making their rounds through our subdivision on a regular basis.

This brought up another question about who we can call about getting more police presence.  Greg reported that we currently only have two officers assigned to the entire South County area.  We do have a neighborhood representative who has been a big help to us.  Some discussion followed regarding how we can get more signs and unfortunately there is not many options available since we are an unincorporated area within St. Louis County. 

Ryan asked if there was any further business to be brought to this Board.  There being none, the meeting was adjourned at 7:18 pm.  Our next meeting is Tuesday, April 21, 2026, at 7:00 pm at Prince of Peace UCC.
