TOWNE SOUTH HOMEOWNERS ASSOCIATION
Open Meeting – January 20, 2026
Minutes

Board Members Present:  Ryan Storie, Jackie Tebbe, Hugh McWilliams, Greg Hertlein, and Katie Mizera (via Zoom).  Lot owners present:  Lucille Hines, Betty Willett, Pat Stephens and Cindy Siple, and via Zoom – Aaron and Anna Lang.  

Chair Ryan Storie opened the meeting at 7:01 pm, wished everyone a Happy New Year and thanked everyone for attending tonight’s HOA meeting.  Board members present introduced themselves.   Ryan invited people to pick up the agenda and financials on the back table.      

1.      The Board has reviewed and approved the minutes of the December 16, 2025, Open Meeting.  These will be posted on the website soon.  

2.      Financial Update -

a.      December – Income of $1,509.89 and expenses of $2,418.86 with a net loss of $908.97.  Jackie will have a full spreadsheet showing the whole year to hand out at the annual meeting.

b.      YTD – The YTD is only a few weeks in but through January 19 we have $10,575.00 income, most of which is assessment fees.  Expenses were $1,408.09 which was mostly the tree trimming and removal of debris back in December.  It gives us a net profit of $9,166.91.  Total assets in both checking and money market account total $66,383.45.  

3.      Liens & Releases – none since our last meeting

4.      Violations Resolved (3) and Unresolved (1) – During the past month, we have sent out three violation letters where the homeowners have complied with the request, and one other that is still unresolved. 

5.      Common Grounds – We cleaned up the downed branches on the common ground at Towne South & Towne Centre. Ryan reminded everyone that -- Homeowners may not mow grass, trim trees, plant, provide maintenance, etc., on common property without the written consent of the majority of the Board of Governors on an annual basis. The Board of Governors reserves the right to revoke such consent.

6.      Trees – Greg reported that we have had no issues with trees over the past month.  One attendee asked is we get complaint calls regarding trees.  Yes, we occasionally do, especially if we have had a storm.  When we get these calls, we do go out to assess the situation.  It was also pointed out that we have many downed branches piled up on Heathfield.  Greg reported that those downed branches were not visible until we cleaned up that common ground in front of it.  We will resume more clean up this Spring and Summer.

7.      Creeks.  There are no issues at this time.  Greg reminded everyone that MSD will unclog water in the creeks if it’s clogged 90% but not until it reaches that point, but won’t do anything to prevent the clogging.  They will fix the concrete part of a culvert but nothing else.  It was reported that we have several residents whose property is eroding because of the creeks.  MSD will do nothing to avoid it and only if you can prove it’s their fault will they do anything and that’s difficult.    

8.      Requests for Approvals for Property Improvements – There have been none.     

New Business – none   

 

Old Business

a)     There are currently 56 rental homes within our HOA.  In an effort to keep everyone updated, we will report on the number of rentals at each monthly meeting.  We are approaching our maximum of 60 rentals.  

Open Floor Questions/Comments

One homeowner stated their irritation with St. Louis County for spreading salt down so heavily when there was no real evident forecast for snow.  Ryan reported that we have no control over what St. Louis County does. 

Lucille noted that three or four houses on Caribee have been sold and asked if new homeowners get any information about the HOA.  Jackie stated that she puts together a packet of information, along with a welcome letter, and Ryan delivers this to the new homeowner in person.  A homeowner expressed some confusion about what houses on Caribee are ours and which ones weren’t.  It was suggested to check our website where there is a map of the entire subdivision showing where our boundary is.  Lucille asked that as a Zone Captain, can she visit them as well.  Definitely.  Question was asked if we have a welcome basket with goodies that we take to new homeowners.  Jackie responded that a welcome type basket would be nice but that’s not something the Board can do.  If anyone wants to take on this responsibility, please let us know.  Ryan noted that we are the fourth largest HOA in St. Louis County and only have five Board members.  It was also brought to the attention of the Board that we didn’t decorate the entrances for Christmas this year and it was missed. Greg reported that since he had a heart attack and was limited in activities he and Phyllis were not able to put up decorations this year.  Further, we have received complaints about our decorations looking cheap since we get them from Dollar Tree.  You just can’t please everyone.    

A homeowner asked what we are going to do about the encampment area down in the creek area on Heathfield.  Ryan stated that the area is now free of any homeless and there are no tents or any other debris there.  There was some discussion about where this area was.  The homeowner stated they would take pictures and send them to the Board.  

It was asked if we have any updates about the issues on Overview.  Greg reported that St. Louis County has cleared it from their court docket since the homeowner cleared up most of the junk.  County is done with them.  We can continue to send violations, but unless it gets really bad again, County will not get involved.  Greg also reported that we have a new police officer assigned to our subdivision who will be working with Officer Young. 

Ryan asked if there was any further business to be brought before the Board.  There being none he adjourned this meeting at 7:29 pm.  He reminded everyone that we do not have a regular monthly meeting in February.  Our annual meeting is scheduled for Saturday, February 21, 2026, at 2:00 here at Prince of Peace UCC.
