TOWNE SOUTH HOMEOWNERS ASSOCIATION
Open Meeting – July 21, 2026
Minutes
The meeting was called to order at 7:01 pm by Chair Ryan Storie. He welcomed all visitors to the meeting and asked the Board to introduce themselves.
Board Members Present – Ryan Storie, Jackie Tebbe, Hugh McWilliams, Greg Hertlein, plus Katie Mizera via Zoom. Also in attendance was Mary Ann McWilliams, Administrative Assistant. Lot owners present: Dave Carr & Mark Siebert.
1. Minutes from June 16, 2026. These have been reviewed and approved by the Board and will be posted on our website soon.
2. Financial Update –
a. June – The only income we had in June was $4.10 in interest. Expenses were heavy but typical for June. Expenses came in at $5,223.38, most of which was $3900 for lawn care. There were fees of $760 that were for common ground overgrowth, utilities were $305.31, and $190 for a subscription to the software Jackie needs for showing liens outstanding. This resulted in a net loss of $5,219.28.
b. YTD – This report is much better. Our income to date is $59,544.03. Of this amount, $53.220 represents Assessment Fees. The other two line items of note are $1,600 from Trustee Verification Fees, and $1,095 collected from late fees. Expenses to date total $27,291.98. Again, lawn care is always the biggest item. To date we have paid $11,700 in lawn care. The trees have been kinder to us this year and we have only spent $3,025. Insurance is also a big item and to date we have spent $4,761 for insurance. The good news is that our net profit to date is $32.252.05. In addition, our total assets come in at $88,139.70, of which $30,243.62 is in our Money Market reserve account.
3. Violations: Ryan reported that we currently have had one resolved violation and two unresolved this past month.
4. Common Grounds
Homeowners may not mow grass, trim trees, plant, provide maintenance, etc., on common property without the written consent of the majority of the Board of Governors on an annual basis. The Board of Governors reserves the right to revoke such consent. Please if you want to do anything to the common ground and complete the form posted on our website. Click on common ground form.
a. Plan for cleaning up piles of branches – Greg noted that he is well aware of all the piles of branches we have scattered over many of our common grounds. He and Shawn are working on this and their goal is to get these all cleaned up before winter.
5. Trees – We have a couple of trees that have come down, but none of these are in anyone’s way so couple trees down but not in anyone’s way so they are not on our priority list.
6. Creeks – At this point we do not know of any issues with our creeks. However, Ryan asked people to please not dump anything in them, including yard waste. We have heard a rumor that MSD may be looking to issue violations and fines to people if they can prove who is doing the dumping.
7. Entrance Signs – Ryan thanked Karen Port, Betty Willett and Dave Carr who have been working so hard on beautifying and maintaining the three entrance signs. The entrances are looking great. By keeping them maintained, we won’t have to do much this fall with them. It was noted that the dusk to dawn light at Towne South and Towne Center sign is not functioning and the light is always on. Greg said it only costs $3/month to leave all these lights on which is far less than the cost of the new sensors.
8. Requests for Approvals for Property Improvements –
a. Approved – None since last meeting
b. Denied – None since last meeting
New Business - Nothing
Old Business
a) There are currently 56 rental homes within our HOA. In an effort to keep everyone updated, we will report on the number of rentals at each monthly meeting. We are approaching our maximum of 60 rentals.
Open Floor Questions/Comments –
Mark Siebert expressed his concern over all the kids on electric bikes in our neighborhood and have found them riding up onto people’s yards. Some discussion took place about what we might do, but it basically comes down to the police have to actually catch them in the act. Mark also asked about the gas and oil pipelines that run through our subdivision. Greg reported that all these lines are dead and no longer being used.
At this point Mr. Jim Greenley came in and presented the Board with a letter and some pictures for our consideration in resolving the issue of his use of the common ground behind his house. Ryan said the Board would look into his requests and get a decision to him soon.
It was asked if the traffic trailer is able to track cars going over the speed limit. It does track the information about speed, but nothing about the cars themselves. Mary Ann reported that there has been a St. Louis County car parked near Towne Centre and Ambs noting the number of cars going through that intersection in the hopes of determining if we need a light there.
Question was also asked about what all the utility flags were for throughout the subdivision. The water company is investigating to determine if lead pipe was used to go from the street into each house. If they find a lead pipe, it will be replaced.
Ryan asked if there was any further business to be brought before this Board. There being none, the meeting was adjourned at 7:18 pm. There is no Open Meeting in August. The next regular Open Meeting will be Tuesday, September 15, 2026, at 7:00 pm here at Prince of Peace UCC.
Respectfully submitted,
Mary Ann McWilliams
Administrative Assistant
