Open Meeting – June 16, 2026
Minutes
Board members present: Ryan Storie, Hugh McWilliams, Jackie Tebbe, Greg Hertlein, and Katie Mizera (via Zoom). Lot owners present: Pat Stephens and Cindy Siple. Present via Zoom: None
Chair Ryan Storie called the meeting to order at 7:02 pm. He thanked everyone for attending tonight and had Board members introduce themselves.
The Minutes from May 19, 2026, Open Meeting have been reviewed and approved by the Board and have been posted on the website.
1. Financial Update
a. May – Jackie invited everyone to pick up a copy of the financials on the back table. This time of year the income is very limited, but the expenses are starting to ramp up especially due to lawn care. Income totaled $1,522.33, most of which was from Assessment Fees and Recovered Lien Expenses. Expenses totaled $4,100.35, most of which was from lawn care and common ground overgrowth. Our net loss for the month was $2,578.02.
b. YTD – This report looks much better. Income totals $58,759.93 with assessment fees totaling $53,0070.00 of that amount. Expenses total $20,847.88 with the top line items being lawn care ($7,800), Insurance ($4,176), Tree trimming ($3,025), and utilities ($1,529). This gives us a net profit of $37,912.05. We know that we have a lot of summer and fall ahead of us with regard to lawn care and common ground and tree expenses, but at this point our budget is looking good. As you can see on the back page of this report, we have a total of $93,353.29 in our checking and money market accounts. So far the storms are taking it easy on us with limited damages reported.
2. Violations: Resolved (1) and Unresolved (3).
3. Common Ground - Homeowners may not mow grass, trim trees, plant, provide maintenance, etc., on common property without the written consent of the majority of the Board of Governors on an annual basis. The Board of Governors reserves the right to revoke such consent.
a. Update on Common Ground Requests – The number of requests have slowed down and nothing new has come in recently. Reminder – if you want to do any work to the common ground, you must let us know and get approval.
b. Plan for cleaning up piles of branches – we are currently executing our plan. No trees have been impacted by our recent storms; however, our old trees have been losing a lot of branches. We have piles everywhere that we have stacked up until we can arrange to dispose of them all at once. Greg estimates he has dumped 15 to 16 loads in a stack along the back side of Prince of Peace’s lot. The price to dump each load is about $280, so we are hoping to come up with a better solution. We are thinking of renting a chipper or brush hog and mulch it all up and offering the mulch to our homeowners. Ryan asked all residents to please not dump anything on or near our common grounds. Be responsible for your own yard waste. Don’t make it ours. It makes it much more difficult for our mowers to do their job.
4. Trees – We have identified one tree along Towne Centre that will be cut down within the next few weeks. Our trees are old and many are dying.
5. Creeks – Greg reported that he has heard that MSD will be coming through our subdivision to investigate the amount of debris being dumped in our creeks. Word is that they will be fining property owners if debris is found in the creek behind their home. We aren’t sure how they can do this as it often isn’t that homeowner who is dumping. We understand they are trying to recoup some of the money they are spending on creek clean up. We don’t know for sure if and when this might start but just wanted to report what the possibilities are. We will just deal with it when it happens.
6. Entrance Signs – The signs at Towne South & Towne Centre and Mattis Road have been spruced up and are looking nice. The sign at Old Tesson will be cleaned up this week sometime.
7. Requests for Approvals for Property Improvements
a. Approved – one for a fence
b. Denied – none
New Business – Ryan asked if there was anything to be brought to this Board. Cindy asked what the HOA can do about properties that are shabby on the outside. Ryan stated that we have very limited ability to control what the outside of someone’s home looks like unless the grass is out of control or there is a bunch of debris strewn all around. Or if something is causing the property to have a health or safety issue.
Another question was asked if we allow Golf Carts to be driven on the streets of our subdivision. St. Louis County allows them as well as the new e-Bikes. However, if they are driving in a dangerous or irresponsible manner then the police can step in and issue them a violation/citation. But the police must actually catch them in the act and that is very difficult. Greg noted that the State of IL just passed a law that all e-Bikes must carry insurance. Our police representatives have told us that they have impounded two bikes for reckless driving and it’s going to cost the owners $700 each to get these bikes out.
Pat stated that she received a letter from Ameren regarding their cleaning up the foliage growing on the poles. They don’t care if it climbs the pole until it reaches the actual lines. She also learned that ATT is starting to bury their lines within our subdivision. Greg noted that Spectrum continues to use overhead lines and they don’t care about foliage growing up the poles. They just cut the growth at the ground level and let it die off.
Old Business – none
There are currently 56 rental homes within our HOA. In an effort to keep everyone updated, we will report on the number of rentals at each monthly meeting. We are approaching our maximum of 60 rentals.
Open Floor Questions/Comments – Pat thanked the Board for all they do for our subdivision to keep it running smoothly and looking nice.
Ryan stated that since there is no further business to be brought before this Board, he adjourned the meeting at 7:18 pm. Our next Open Meeting is Tuesday, July 21, 2026, at Prince of Peace UCC.
